Reactivation of dormant spores occurs in favorable conditions, e.g. when a spore of Clostridium tetani enters an open wound/deep lesion. Here it finds exactly that environment, it likes most, anaerobic with sufficient nutrients, suitable temperature, humidity etc, and the spore starts to germinate.
As soon as germination begins, metabolism is activated and toxins are produced.
Dormant spores of Clostridium tetani own practically unlimited durability and are resistant to many disinfectants. They wait patiently till they find optimum conditions and then start their disastrous work
