It cannot be Spore because I have that :D But Spore has limitations, like there are no "troops" that you can deploy for civilian stage and in space, you only control 1 space ship and you'll have to go around with that 1 ship if one of your planets get attacked, yet when you attack another empire, they have at least 5 other ships protecting the planet.Is there a video game that allows you to create your own weapons and armor AND vehicles BESIDES Spore?
