The staff of life will take any planet from any T score to a T3 with all plants and animals but if the planet is outside a green zone it will have a lot of eco disasters until everything dies or it stabilizes at a T1 or so. I'll help you out. The famous Staff of Life give you about 40 uses. What it does is terraform a planet to a T3. It gives you random animals and plants to help achieve this and it modifies the climate. I've used it and it's just point and click. It does everything else for you.
